In accordance with Article 22 (1) of the Bavarian Higher Education Innovation Act, universities are obliged to promote the effective implementation of equal rights for women and men in the performance of their duties and to consider this as a guiding principle. They must work to eliminate existing disadvantages.

According to Article 22(3), equal opportunities officers must be appointed to ensure, among other things, that female researchers, female teaching staff, and female students are not disadvantaged.

Excerpt from Article 22:
(3) 1 Universities shall appoint officers responsible for the equality of women in science and the arts, who shall ensure that female scientists, artists, female teaching staff, and female students are not disadvantaged. 2 They shall be bound to secrecy, shall not be bound by instructions, and shall support the universities in performing their duties under paragraph 1. 3 The representatives shall be elected for the university by the Senate and for the faculties by the Faculty Council. 4 The representative elected for the university shall be a member of the extended university management and the senate, including its committees, and the representative elected for the faculties shall be a member of the faculty council, including its committees and appointment committees, with voting rights. 5 The university management shall involve the representative in matters concerning him or her and shall regularly give him or her the opportunity to present his or her concerns. 6 The university management may appoint the representative as a member of the university management with an advisory vote. 7 In all other respects, the basic regulations govern participation in other bodies. 8 They may provide for the appointment of deputies.
